Congress makes federal laws. Congress consists of two parts: the Senate (100 members) and the House of Representatives (435 voting members).
A bill must pass both the Senate and the House before going to the President to be signed into law. The President can sign it (making it law) or veto it (rejecting it).
You can also say 'the Senate and House of Representatives' or 'the legislature.' All are correct answers.
Say: 'Congress.'
