The U.S. Constitution is the highest legal authority in the United States. Every other law — federal, state, and local — must comply with it. If any law conflicts with the Constitution, the Constitution wins.
Written in 1787 at the Constitutional Convention in Philadelphia, the Constitution does three big jobs:
Think of it this way: the Declaration of Independence (1776) was America's "birth certificate" — it announced freedom from Britain. The Constitution (1787) is the "operating manual" — it built the actual government.
The Constitution opens with three famous words: "We the People." These words announce the idea of self-government — the government's power comes from the citizens themselves, not from a king or ruling class.
This is one of the most straightforward questions on the test. Simply say: "The Constitution." A clear, confident, short answer is always best.
